The outer foreskin layer contains sensitivity nerve endings which respond to gentle touching during the early stages of sexual arousal. The sensitivity nerves of the inner and outer foreskin contribute to the experience of penile stimulation, up to and including orgasm. A "short foreskin" may be an indication of a deformity problem that is affecting the nerves endings.
I think your theory is right, since the short foreskin exposes the penis head, the skin has dried out (which is normally covered by the foreskin), and this could possibly have affected the nerve endings in the skin. Try some mild over the counter lubricant from the pharmacy on the head of your penis and see if that helps. Getting and keeping moisture to the penis head skin is important.

There are so many causes for penis insensitivity. Without knowing your overall physical condition and lifestyle it is not possible to answer this question. I want to emphasize how important it is to determine the cause of this condition.

Everything from nerve damage to diabetes could cause this problem. Are you circumcised? You begin to see how difficult it is to access your condition. Hopefully, it is nothing serious, but the longer you delay seeing the doctor the more potential for permanent damage to your penis. So make an appointment now with your physician.

Your doctor will test for certain physical conditions and determine why your condition exists.

I wonder if this is common to males and what are or is the cause for the insensitivity of the penis.

If that is true you should go see a physician immediately.

Just a guess..... are you a cyclist? If so, consider an ergometric seat for your bicycle.
